Constitution of the Commonwealth of Gnomeland
Article 1: The Capital
The capital of the Commonwealth shall be the city of Mennastur, to be built in the mountain pass between Fiha and Ker'ner. The purpose of this new capital shall be to provide a new, symbolic heart for the realm, free of old preferences and sour histories. It shall be a fortified administrative centre, built for bureaucrats rather than built to house a large population.
Mennastur and the mountains and fields around it shall serve as a distinct political District, to be supervised and ruled personally by the head of state of Gnomeland.
Article 2: The Head of State
The head of state of the Commonwealth shall be a King or Queen, elected from votes collected from two camps. Half of the vote shall belong to the nobility of Gnomeland, and the other half shall belong to a special committee tasked with judging a candidate for his or her merits, abilities and potential, in a fashion similar to the choosing of the Emperors and Empresses of the Empire of Atar.
The monarch shall have considerable powers over the District of Mennastur, but will not have power in other federal units of Gnomeland unless he is asked to do so by popular vote or an emergency situation. Thus, his role will likely be symbolic outside of Mennastur, unless decided otherwise by the Golden Vote.
Article 3: Federal Gnomeland
Aside from the District of Mennastur, Gnomeland shall be further federalized into principalities.
- The Crown District of Mennastur, with jurisdiction over the Duchy of Ker'ner.
- The Principality of Nomesh, with jurisdiction over the Duchy of Shartoren.
- The Principality of Serral, with jurisdiction over the Duchies of Sholla and New Nomesh.
- The Principality of Mafalgonia.
- The Principality of Fiha.
- The Principality of Tarqam, with jurisdiction over the Duchy of Zig.
- The Principality of Oreno.
- The Principality of Ushala, with jurisdiction over the Duchy of Qullu.
- The Principality of Roxenburg.
Article 4: System of Government
Each Principality will have a local elected government.
There will also be elections to send representatives to the Parliament of Mennastur.
Each Principality will also have a Prince or Princess, elected from the local nobility by the nobility, and as with the King, the election will also in part be determined by an academic council to determine competence.
The power of the Princes is purely symbolic, with the exception of the Golden Vote.
Article 5: The Golden Vote
During the reign of the monarchs of Gnomeland, palace experiments were often held to discover the most efficient system of government. Inspired by the writings of Isichei and Malcolm the Philosopher, a form of government was indeed found in those times which promised to be superior to all others. This form of government was a democracy with the Golden Vote. The Golden Vote meant that the people could choose to vote for their symbolic monarch in an election in which they do not have faith in corrupt or career-driven politicians. The monarch would then get executive power proportionate to how many votes he receives during the election.
Thus, the nobility acts as a check and balance against the power of private interests, always being available to be voted for during every election in case the people grow weary of the established political climate.
In this fashion, the citizenry of every Principality may vote for their Prince or Princess when necessary.
Similarly, when the time comes to vote for the federal Parliament, the citizenry may vote for the King or Queen, to extend his or her powers over the nation during a term.
